The diagnosis

The Ad Grant program comes with strict compliance guidelines that constrain how the budget can be structured and spent — which is exactly why so many nonprofits leave it under-managed or misconfigured. The opportunity here wasn’t more budget; it was using the compliant structure to actually maximize relevant exposure instead of just meeting the minimum requirements to stay enrolled.

The strategic shift

Rather than narrowly targeting only the most obvious brand terms, we built a wide net across both brand and non-brand queries within the program’s guardrails, then paired that expanded reach with new on-site content so the traffic had somewhere useful to land and convert.

What we changed

  • Built targeting to maximize compliant coverage across brand and non-brand search queries.

  • Developed new site content to support the additional traffic and give it a path to conversion.

  • Structured the account to stay within Ad Grant compliance requirements while still pursuing real conversion goals, not just impression volume.
